Abstract
This report examines Ofcom (Office of Communications) and its organisational approach to risk management, with a focus on its response to the 2024 UK riots following the Southport attack, a case considered a “Black Swan” event. Through a qualitative analysis of Ofcom reports and academic literature on risk management, the report explores how the regulator identifies and addresses risks, including its use of scenario planning and contingency frameworks. While Ofcom has invested significant resources into managing misinformation, its response has been challenged by the rise of generative AI technologies such as content farms and deepfakes, which played a contributing role in the spread of false narratives during the riots. The findings highlight the need for more agile, cross-sector strategies to address emerging digital risks in a rapidly evolving media landscape.
